Narrative:
While setting up for arrival to eddf runway 07L in VMC we cleared for a rolis 07 (ROL07) transition. It appears that this RNAV transition is set up in the FMC for the ILS only. Currently the ILS runway 07L is NOTAM'ed OTS. When selecting the VOR runway 07L the RNAV routing drops out. The only way to use the RNAV routing is to not select the VOR approach or use the ILS to runways 07L/07R. The controllers cleared us to follow the rolis routing and the VOR to runway 07L. On final the controller seemed to be using DME references to the ILS even though the ILS is OTS. We were given an assigned speed of 170 KTS to 5 DME which is the OM for the ILS but inside a mile final if using the VOR ffm DME. We used the rolis transition to the ILS and transitioned to VOR for final approach. This worked for VMC operations but would present problems during IMC conditions.

Title: B777-200 WAS CLEARED FOR THE RWY 07 RNAV TRANSITION ARRIVING EDDF. WITH THE ILS OTS; THE VOR APCH WAS IN USE. THE RNAV ARR IS NOT COMPATIBLE WITH THE VOR APCH IN THE FMC.
Narrative: WHILE SETTING UP FOR ARR TO EDDF RWY 07L IN VMC WE CLEARED FOR A ROLIS 07 (ROL07) TRANSITION. IT APPEARS THAT THIS RNAV TRANSITION IS SET UP IN THE FMC FOR THE ILS ONLY. CURRENTLY THE ILS RWY 07L IS NOTAM'ED OTS. WHEN SELECTING THE VOR RWY 07L THE RNAV ROUTING DROPS OUT. THE ONLY WAY TO USE THE RNAV ROUTING IS TO NOT SELECT THE VOR APCH OR USE THE ILS TO RWYS 07L/07R. THE CTLRS CLEARED US TO FOLLOW THE ROLIS ROUTING AND THE VOR TO RWY 07L. ON FINAL THE CTLR SEEMED TO BE USING DME REFERENCES TO THE ILS EVEN THOUGH THE ILS IS OTS. WE WERE GIVEN AN ASSIGNED SPEED OF 170 KTS TO 5 DME WHICH IS THE OM FOR THE ILS BUT INSIDE A MILE FINAL IF USING THE VOR FFM DME. WE USED THE ROLIS TRANSITION TO THE ILS AND TRANSITIONED TO VOR FOR FINAL APCH. THIS WORKED FOR VMC OPS BUT WOULD PRESENT PROBLEMS DURING IMC CONDITIONS.
