Narrative:
While on an IFR flight plan; we were being vectored to join the ILS 23 at fdk. We saw the airport and called it in sight. Potomac approach cleared us for the visual runway 23 at fdk. We self-vectored to localizer intercept and were following the GS to the runway. We made radio calls on CTAF at 7 mi; and 2 mi. I noticed a C172 holding short of runway 23 for departure. I had a bad feeling so I told the first officer to call short final runway 23; and he did stating that we were 1/2 mi final. Once he completed his radio call; I told him I didn't think this guy was going to hold short and to stand by to go around. The C172 proceeded to take the runway; and I commanded; 'go around.' we completed the go around memory items and after takeoff checks; and stayed left closed traffic to come around and land again. While we were on the downwind; the cessna called left crosswind. I queried the pilot and he said I heard your calls; but I didn't see you so we taxied onto the runway. We flew the traffic pattern and landed without further incident.

Title: A LEAR 35 FLT CREW ON APP TO FDK EXECUTED A GO-AROUND WHEN A C172 TAXIED ONTO THE RUNWAY.
Narrative: WHILE ON AN IFR FLT PLAN; WE WERE BEING VECTORED TO JOIN THE ILS 23 AT FDK. WE SAW THE ARPT AND CALLED IT IN SIGHT. POTOMAC APCH CLRED US FOR THE VISUAL RWY 23 AT FDK. WE SELF-VECTORED TO LOC INTERCEPT AND WERE FOLLOWING THE GS TO THE RWY. WE MADE RADIO CALLS ON CTAF AT 7 MI; AND 2 MI. I NOTICED A C172 HOLDING SHORT OF RWY 23 FOR DEP. I HAD A BAD FEELING SO I TOLD THE FO TO CALL SHORT FINAL RWY 23; AND HE DID STATING THAT WE WERE 1/2 MI FINAL. ONCE HE COMPLETED HIS RADIO CALL; I TOLD HIM I DIDN'T THINK THIS GUY WAS GOING TO HOLD SHORT AND TO STAND BY TO GO AROUND. THE C172 PROCEEDED TO TAKE THE RWY; AND I COMMANDED; 'GO AROUND.' WE COMPLETED THE GAR MEMORY ITEMS AND AFTER TKOF CHKS; AND STAYED L CLOSED TFC TO COME AROUND AND LAND AGAIN. WHILE WE WERE ON THE DOWNWIND; THE CESSNA CALLED L XWIND. I QUERIED THE PLT AND HE SAID I HEARD YOUR CALLS; BUT I DIDN'T SEE YOU SO WE TAXIED ONTO THE RWY. WE FLEW THE TFC PATTERN AND LANDED WITHOUT FURTHER INCIDENT.
