Narrative:
We were cleared to follow air carrier jet ahead and cross runway 22R at taxiway east; hold short of taxiway B; contact ground. While holding short behind air carrier jet; I noticed that aircraft Z was now on the takeoff roll and we had not technically cleared the runway since a substantial part of the airplane was still on taxiway east before the hold short line to the runway. I contacted ground to let them know we had not cleared the runway yet and the aircraft Z was on a takeoff roll. I cannot speculate as to why the tower controller would have issued a takeoff clearance to one aircraft while another aircraft has not cleared the runway. I was presuming the tower controller was holding takeoff traffic until he knew we cleared the runway; otherwise I would have not accepted the cleared to cross and hold short behind another aircraft because there is insufficient space to put 2 aircraft holding short of taxiway B and still be able to clear the runway. Do not issue takeoff clearance until all aircraft are clear of the runway as defined by the FARS.

Narrative: WE WERE CLRED TO FOLLOW ACR JET AHEAD AND CROSS RWY 22R AT TXWY E; HOLD SHORT OF TXWY B; CONTACT GND. WHILE HOLDING SHORT BEHIND ACR JET; I NOTICED THAT ACFT Z WAS NOW ON THE TKOF ROLL AND WE HAD NOT TECHNICALLY CLRED THE RWY SINCE A SUBSTANTIAL PART OF THE AIRPLANE WAS STILL ON TXWY E BEFORE THE HOLD SHORT LINE TO THE RWY. I CONTACTED GND TO LET THEM KNOW WE HAD NOT CLRED THE RWY YET AND THE ACFT Z WAS ON A TKOF ROLL. I CANNOT SPECULATE AS TO WHY THE TWR CTLR WOULD HAVE ISSUED A TKOF CLRNC TO ONE ACFT WHILE ANOTHER ACFT HAS NOT CLRED THE RWY. I WAS PRESUMING THE TWR CTLR WAS HOLDING TKOF TFC UNTIL HE KNEW WE CLRED THE RWY; OTHERWISE I WOULD HAVE NOT ACCEPTED THE CLRED TO CROSS AND HOLD SHORT BEHIND ANOTHER ACFT BECAUSE THERE IS INSUFFICIENT SPACE TO PUT 2 ACFT HOLDING SHORT OF TXWY B AND STILL BE ABLE TO CLR THE RWY. DO NOT ISSUE TKOF CLRNC UNTIL ALL ACFT ARE CLR OF THE RWY AS DEFINED BY THE FARS.
