Narrative:

Early morning departure; but was late due to multiple problems with aircraft. Discovered circuit breaker out to the captain's altimeter; and zone temperature lights on control and cabin temperature selectors after startup. Departed approximately 1 hour late. Flew to ZZZ with no problems until on approach. On approach; asked first officer for flaps 1 degree. He selected flaps 1 degree and immediately informed me that the flaps did not go to 1 degree. No aircraft handling problems were noted at that time. Declared an emergency; and proceeded to execute the emergency procedures with the QRH. Electrically lowered the flaps to 15 degrees; finished the emergency procedures; and landed in ZZZ with no other problems noted.
