Narrative:
The training flight began with no incident. On a practice localizer 25 approach into ZZZ the gear was cycled down. We only received 2 out of 3 green lights. We cycled the gear up. The gear would not cycle up. We aborted the approach and began to head back to base at ZZZ1. We tried to cycle the gear down again and received no green lights. We proceeded to manually extend the gear with the hand pump. We were only able to receive 2 out of 3 green lights again. Aircraft control and a firm amount of pressure in the gear handle were indications we might just have an indication problem and that the gear probably was all 3 down and locked. At this point; we made a low pass at ZZZ1 where the tower and company observers said the gear appeared to be down and locked. Because we only had 2 green lights; however; we declared an emergency and proceeded to land at ZZZ1. The landing was uneventful. The gear was indeed down and locked and we taxied the plane back to base without further incident.

Title: A PA31 WAS UNABLE TO GET THREE GREEN LNDG LIGHTS. AFTER PUMPING THE LNDG DOWN THE ACFT LANDED SAFELY WITH TWO GREEN LIGHTS. A FAULTY INDICATION IS SUSPECTED.
Narrative: THE TRAINING FLT BEGAN WITH NO INCIDENT. ON A PRACTICE LOC 25 APCH INTO ZZZ THE GEAR WAS CYCLED DOWN. WE ONLY RECEIVED 2 OUT OF 3 GREEN LIGHTS. WE CYCLED THE GEAR UP. THE GEAR WOULD NOT CYCLE UP. WE ABORTED THE APCH AND BEGAN TO HEAD BACK TO BASE AT ZZZ1. WE TRIED TO CYCLE THE GEAR DOWN AGAIN AND RECEIVED NO GREEN LIGHTS. WE PROCEEDED TO MANUALLY EXTEND THE GEAR WITH THE HAND PUMP. WE WERE ONLY ABLE TO RECEIVE 2 OUT OF 3 GREEN LIGHTS AGAIN.
