Narrative:

Air carrier X called on a visual approach to runway 2 he reported 8 mi southeast. I told him to report a 3 mi right base to runway 2. Aircraft Y was in left closed traffic for runway 2 and was told to report left downwind midfield. When aircraft Y reported midfield; I asked aircraft X his position. He reported 3.5 mi right base. I told aircraft X cleared to land and report turning final. I told aircraft Y to extend downwind. Aircraft X reported turning 1 mi final at 8500 ft. Aircraft Y then reported over a peak about 5 mi southwest of the airport. I told aircraft Y to start his base and he was following a hawker jet. When I finally got the hawker in sight; aircraft Y was on final in front of him. Aircraft Y broke off his final and maneuvered to follow the hawker. Neither pilot gave accurate position reports and wound up in relatively close proximity.
