Narrative:
Descending out of FL230 approaching abc intersection; the #1 engine suddenly rolled back and shut down. Airspeed was 300 KIAS during this event. We immediately started the APU to establish a second source of power and attempted an air start. Much to our surprise; the fuel flow gauge remained at zero during the restart. We then secured the engine (QRH) declared an emergency and started our approach to ZZZ. An uneventful single engine landing at ZZZ followed 20 mins later.
