Narrative:
After leaving the gate with a marginally acceptable aircraft which had 7 placards and was restr to no overwater flts; we experienced a flight control problem during the aileron check on the taxi checklist. Our #3 right wing roll spoiler was fluttering and shaking the airplane with full right aileron application. We returned to the same gate and called maintenance. During their gate system check; the green electric hydraulic pumps failed with low pressure lights on and then we also noticed the DFDR flight data recorder system also failed. Maintenance reset a tripped circuit breaker downstairs for the green electric hydraulic pumps and pressure was normal for about 10 seconds before it failed again with associated low pressure lights on and low pressure confirmed on ECAM. After an hour and a half delay maintenance's fix was to issue 3 more placards for the green system electric hydraulic pumps; the complete flight data recording system; and roll spoilers #2 and #3 all placarded inoperative. We now are up to 10 placards and after discussing with dispatch; the mechanics; my first officer and others; I decided in the interest of safety to reject this crippled aircraft so it could go where it belongs (the hangar to get all this stuff fixed) and subsequently the flight cancelled.
