Narrative:
Aircraft arrived in ZZZ with a bad #2 radio. Upon changing it; the mechanic found a contract service tag on the rudder cable. He also found that the rudder cable was frayed and ultimately we found it to be out of tolerance. Hopefully; our maintenance department has filed some sort of safety report on this contract maintenance provider.
