ZOB initiatives mandate an assistant controller when training is being performed on the radar position. This is to alleviate the extra duties for operating the sector from the trainee and the trainer. ZOB regularly refuses to staff areas of specialization with enough staffing to fulfill its own rules and mandates created by their own management. Their rules and mandates are for show only. They do not adhere to their own rules and comply with them only when they feel fit.
