Narrative:
Sectors were being decombined. Traffic was deviating around thunderstorms west of dny VOR. Aircraft requested lower altitude in other sector jurisdiction. Said aircraft was 'slant zeroed' indicating aircraft had been shipped to next sector. I was on landline accomplishing coordination when said aircraft was entering next sector without handoff; the sector split; WX and lots of aircraft requests added to the overall workload. Also; the aircraft who requested lower had an unfamiliar call sign which distraction the radar controller from fully scanning said aircraft's data block. When we realized the aircraft was not shipped to the next sector; the aircraft wasn't on our frequency. It was on the split sector's frequency.

Title: ZBW CTLR DESCRIBED OPDEV DURING SECTOR DECOMBINATION PERIOD CITING INACCURATE COORD/COM AND WX FACTORS AS CONTRIBUTORY.
Narrative: SECTORS WERE BEING DECOMBINED. TFC WAS DEVIATING AROUND TSTMS W OF DNY VOR. ACFT REQUESTED LOWER ALT IN OTHER SECTOR JURISDICTION. SAID ACFT WAS 'SLANT ZEROED' INDICATING ACFT HAD BEEN SHIPPED TO NEXT SECTOR. I WAS ON LANDLINE ACCOMPLISHING COORD WHEN SAID ACFT WAS ENTERING NEXT SECTOR WITHOUT HDOF; THE SECTOR SPLIT; WX AND LOTS OF ACFT REQUESTS ADDED TO THE OVERALL WORKLOAD. ALSO; THE ACFT WHO REQUESTED LOWER HAD AN UNFAMILIAR CALL SIGN WHICH DISTR THE RADAR CTLR FROM FULLY SCANNING SAID ACFT'S DATA BLOCK. WHEN WE REALIZED THE ACFT WAS NOT SHIPPED TO THE NEXT SECTOR; THE ACFT WASN'T ON OUR FREQ. IT WAS ON THE SPLIT SECTOR'S FREQ.
