Narrative:
The ATIS at kennedy was recorded at XC30. Reported ceiling 700 ft overcast; approach in use VOR runway 22L. The WX was significantly worse than that. ATIS was updated to ceiling 500 ft broken still using VOR runway 22L approach. I instructed the first officer to inform approach that I would not accept the VOR runway 22L; MDA is 460 ft. A non-precision approach in marginal WX in a B747; to a short runway at night. Not safe. At the last moment the approach changed to the ILS runway 22L. The supervisor on duty should be removed from his position immediately -- actual WX was ceiling indefinite 200 ft variable 100 ft RVR 6000 ft. Kennedy routinely runs marginal apches in marginal WX to critical field length runways. Most of the aircraft are wide body heavy jets!

Title: B747-200 CAPTAIN SUGGESTS N90 APCH CTL SUPERVISORS FAIL TO UTILIZE APPROPRIATE APPROACHES FOR EXISTING WEATHER CONDITIONS.
