Narrative:
Unable to pressurize aircraft. Tried alternate system and manual with valve showing movement but unable to gain control. Leveled off at 7000 ft and declared emergency and returned back to ZZZ for overweight landing on runway 13R. Landed with arff crews standing by and taxied to gate and had aircraft wheels chocked and maintenance perform inspection. Passed inspection and then continued on to original destination.

Narrative: UNABLE TO PRESSURIZE ACFT. TRIED ALTERNATE SYS AND MANUAL WITH VALVE SHOWING MOVEMENT BUT UNABLE TO GAIN CTL. LEVELED OFF AT 7000 FT AND DECLARED EMER AND RETURNED BACK TO ZZZ FOR OVERWT LNDG ON RWY 13R.
