Narrative:

In cruise flight I was monitoring ZZZ radio. I heard aircraft talking to dispatch. They had a dc emergency bus caution message. They indicated they had run the QRH and were about to begin the KORRY3 arrival. This would put them near iad/bwi and approximately 30 mins from landing in lga. They wanted to continue to lga and wanted concurrence from dispatch. Dispatch agreed and advised them to declare an emergency approaching lga. Suitable airports bypassed: iad; bwi; phl; acy; ewr. I'm sure this is not a complete list. A captain should not require training in what 'land at nearest suitable airport' means; or in far 91.3.

THEY WANTED TO CONTINUE TO LGA AND WANTED CONCURRENCE FROM DISPATCH. DISPATCH AGREED AND ADVISED THEM TO DECLARE AN EMER APCHING LGA. SUITABLE ARPTS BYPASSED: IAD; BWI; PHL; ACY; EWR.
