Narrative:

Captain explains 3 different reroutes in flight and several different holds. He also remarks that ATC 'did not know what was going on in ny airspace' and that might account for all the routing and holds. The captain eventually had to declare minimum fuel and was pushed into declaring emergency fuel (by ATC) even though he landed with 2100 pounds of fuel on board. He realized that he did not have to declare emergency fuel.

Title: CRJ200 CAPT REPORTS 3 REROUTES AND SEVERAL HOLDS ENTERING ZNY AIRSPACE. EVENTUALLY HAD TO DECLARE MIN FUEL AND LAND WITH 2100 POUNDS.

Narrative: CAPT EXPLAINS 3 DIFFERENT REROUTES IN FLT AND SEVERAL DIFFERENT HOLDS. HE ALSO REMARKS THAT ATC 'DID NOT KNOW WHAT WAS GOING ON IN NY AIRSPACE' AND THAT MIGHT ACCOUNT FOR ALL THE ROUTING AND HOLDS. THE CAPT EVENTUALLY HAD TO DECLARE MINIMUM FUEL AND WAS PUSHED INTO DECLARING EMER FUEL (BY ATC) EVEN THOUGH HE LANDED WITH 2100 LBS OF FUEL ON BOARD. HE REALIZED THAT HE DID NOT HAVE TO DECLARE EMER FUEL.
