Narrative:

On taxi in approaching ramp area first officer attempted to contact ramp on X to enter ramp at spot 2; but was unable since this is the wrong frequency. I finally looked over after a couple of attempts to contact and realized he had made the transposed numbers as the frequency is Y. By the time we contacted them we were turning onto taxiway to enter the ramp at spot 2. Ramp informed us that the gate was occupied and told us to hold at spot 2 and I asked the first officer to contact operations and ask them about the gate. Operations who he kept referring to as ramp; did not answer for a long time. I told him to refer to them as operations since they are not ramp as clearly labeled on the chart page. Finally a female voice came up and told us they were 'waiting for' us at gate X. Ramp was also female so I thought they were telling us to get going as there was incoming traffic at spot 3. This was not the case and I even thought I saw air carrier Y at a distance I thought we were cleared to the gate and proceeded. It turns out we were not and ramp was upset. No incident occurred. Ordinarily I do not monitor multiple frequencys but first officer was so far behind the operation at this point I had no choice since he demonstrated an inability to operate in this environment. Subsequently I discovered first officer had not done changeover and assumed gate X from dispatch release in ZZZ1 was authoritative. First officer was furloughed for 5 yrs and has just returned. He was completely unable to use the FMS in the aircraft and I was doing OJT throughout all phases of flight. I also noted that he operated in the 40 mi range on the HSI almost the entire flight which is not appropriate. Of the last 3 recently recalled pilots I have flown with only one was adequately prepared to return to the line. One whom I reported to chief pilot could not land the aircraft. In my opinion all could have used 2 more legs with check airman.

Title: B757 CAPT LAMENTS LACK OF LINE TRAINING RECEIVED BY RETURNING FURLOUGHED PILOTS.

Narrative: ON TAXI IN APCHING RAMP AREA FO ATTEMPTED TO CONTACT RAMP ON X TO ENTER RAMP AT SPOT 2; BUT WAS UNABLE SINCE THIS IS THE WRONG FREQ. FINALLY A FEMALE VOICE CAME UP AND TOLD US THEY WERE 'WAITING FOR' US AT GATE X. RAMP WAS ALSO FEMALE SO I THOUGHT THEY WERE TELLING US TO GET GOING AS THERE WAS INCOMING TFC AT SPOT 3. THIS WAS NOT THE CASE AND I EVEN THOUGHT I SAW ACR Y AT A DISTANCE I THOUGHT WE WERE CLRED TO THE GATE AND PROCEEDED. IT TURNS OUT WE WERE NOT AND RAMP WAS UPSET. NO INCIDENT OCCURRED. ORDINARILY I DO NOT MONITOR MULTIPLE FREQS BUT FO WAS SO FAR BEHIND THE OP AT THIS POINT I HAD NO CHOICE SINCE HE DEMONSTRATED AN INABILITY TO OPERATE IN THIS ENVIRONMENT. SUBSEQUENTLY I DISCOVERED FO HAD NOT DONE CHANGEOVER AND ASSUMED GATE X FROM DISPATCH RELEASE IN ZZZ1 WAS AUTHORITATIVE. FO WAS FURLOUGHED FOR 5 YRS AND HAS JUST RETURNED. HE WAS COMPLETELY UNABLE TO USE THE FMS IN THE ACFT AND I WAS DOING OJT THROUGHOUT ALL PHASES OF FLT. I ALSO NOTED THAT HE OPERATED IN THE 40 MI RANGE ON THE HSI ALMOST THE ENTIRE FLT WHICH IS NOT APPROPRIATE. OF THE LAST 3 RECENTLY RECALLED PLTS I HAVE FLOWN WITH ONLY ONE WAS ADEQUATELY PREPARED TO RETURN TO THE LINE. ONE WHOM I RPTED TO CHIEF PLT COULD NOT LAND THE ACFT. IN MY OPINION ALL COULD HAVE USED 2 MORE LEGS WITH CHK AIRMAN.
