Early in climb EICAS message hpsov and right engine bleed light illuminated. Accomplished QRH procedure. Conferred with dispatcher. Agreed to divert to ZZZ and dump center tank fuel (approximately 36000 pounds). After assessing WX; runway length/condition; and landing distance table; agreed to land 8000 pounds overweight at 328000 pounds. Declared emergency with approach control per dispatcher request. Landed without incident. Landing gear inspected by fire marshall. Taxied to ramp where maintenance procedure for hpsov was accomplished. Continued flight.
