Narrative:
A flight departing out ZZZ1 for ZZZ was given a wheels up time after pushback. They were later given a rerte and released. Once airborne; they were instructed to hold at intersection. They were given another rerte which took them up to ZZZ2 center's airspace. A hold at ZZZ3 was then given as ZZZ2 couldn't accept them. Before they reached ZZZ3 the intersection route opened up again; so they were given direct intersection only to hold again. The captain talked to dispatch and agreed on a 'bingo' fuel number. The flight was cleared out of the hold at the same time 'bingo' fuel was reached. They informed the controller of the situation and was asked if they were minimum fuel. The crew decided to call minimum fuel. Further down the line; another controller asked how much fuel they had on board. The crew responded with 41 mins. The controller implied that they were at emergency fuel and that they needed to declare an emergency. The crew responded with declaring emergency fuel and was given direct ZZZ. They landed with 2100 pounds of fuel on board.

Title: AFTER DECLARING MIN FUEL; A CRJ200 GIVEN A SERIES OF HOLDING DELAYS WAS TOLD BY ATC THAT THE CREW SHOULD DECLARE AN EMER BECAUSE OF A LOW FUEL STATE.
Narrative: A FLT DEPARTING OUT ZZZ1 FOR ZZZ WAS GIVEN A WHEELS UP TIME AFTER PUSHBACK. THEY WERE LATER GIVEN A RERTE AND RELEASED. ONCE AIRBORNE; THEY WERE INSTRUCTED TO HOLD AT INTXN. THEY WERE GIVEN ANOTHER RERTE WHICH TOOK THEM UP TO ZZZ2 CTR'S AIRSPACE. A HOLD AT ZZZ3 WAS THEN GIVEN AS ZZZ2 COULDN'T ACCEPT THEM. BEFORE THEY REACHED ZZZ3 THE INTXN RTE OPENED UP AGAIN; SO THEY WERE GIVEN DIRECT INTXN ONLY TO HOLD AGAIN. THE CAPT TALKED TO DISPATCH AND AGREED ON A 'BINGO' FUEL NUMBER. THE FLT WAS CLRED OUT OF THE HOLD AT THE SAME TIME 'BINGO' FUEL WAS REACHED. THEY INFORMED THE CTLR OF THE SITUATION AND WAS ASKED IF THEY WERE MINIMUM FUEL. THE CREW DECIDED TO CALL MINIMUM FUEL. FURTHER DOWN THE LINE; ANOTHER CTLR ASKED HOW MUCH FUEL THEY HAD ON BOARD. THE CREW RESPONDED WITH 41 MINS. THE CTLR IMPLIED THAT THEY WERE AT EMER FUEL AND THAT THEY NEEDED TO DECLARE AN EMER. THE CREW RESPONDED WITH DECLARING EMER FUEL AND WAS GIVEN DIRECT ZZZ. THEY LANDED WITH 2100 LBS OF FUEL ON BOARD.
