Narrative:
During the flap retracting phase the amber cas flaps fail message illuminated. The flaps failed indicating 8 degrees. We notified ATC and had delayed vectors for ZZZ. We completed the abnormal checklist for flaps fail. We proceeded to ZZZ for landing. On first approach we executed a go around. On the second approach we landed uneventfully. After landing; we contacted maintenance control to inspect the aircraft.

Title: CL60 EXPERIENCES FLAPS FAIL INCIDENT DURING RETRACTION AFTER TKOF.
Narrative: DURING THE FLAP RETRACTING PHASE THE AMBER CAS FLAPS FAIL MESSAGE ILLUMINATED. THE FLAPS FAILED INDICATING 8 DEGS. WE NOTIFIED ATC AND HAD DELAYED VECTORS FOR ZZZ.
