Narrative:
After pushing off the gate; the crew chief advised me that ground crew was going to load some last minute baggage. Before I could say a word; the ground crew opened up the forward cargo compartment door and loaded the passenger bags while the #2 engine was running. This tug driver never coordinated this event and placed a fellow employee's life at risk. This was a potentially lethal and fatal event. This was clearly a violation of the B737 operating manual/start section. The way this station operates their ramp (ie; institutional non-compliance and institutional insubordination); coupled with the cavalier attitude displayed by ramp personnel; is an accident waiting to happen.

Title: AFTER PUSHBACK; B737-800 FLT CREW IS INFORMED OF LAST MINUTE BAGS TO BE LOADED. WITHOUT COORDINATION; GROUND CREW OPENED FORWARD CARGO DOOR CAUSING A HAZARDOUS SITUATION.
Narrative: AFTER PUSHING OFF THE GATE; THE CREW CHIEF ADVISED ME THAT GND CREW WAS GOING TO LOAD SOME LAST MINUTE BAGGAGE. BEFORE I COULD SAY A WORD; THE GND CREW OPENED UP THE FORWARD CARGO COMPARTMENT DOOR AND LOADED THE PAX BAGS WHILE THE #2 ENG WAS RUNNING. THIS TUG DRIVER NEVER COORDINATED THIS EVENT AND PLACED A FELLOW EMPLOYEE'S LIFE AT RISK. THIS WAS A POTENTIALLY LETHAL AND FATAL EVENT. THIS WAS CLEARLY A VIOLATION OF THE B737 OPERATING MANUAL/START SECTION. THE WAY THIS STATION OPERATES THEIR RAMP (IE; INSTITUTIONAL NON-COMPLIANCE AND INSTITUTIONAL INSUBORDINATION); COUPLED WITH THE CAVALIER ATTITUDE DISPLAYED BY RAMP PERSONNEL; IS AN ACCIDENT WAITING TO HAPPEN.
