Narrative:
While cruising at FL410 eastbound; we were assigned FL450 for proper direction and traffic. Upon reaching FL450 the aircraft failed to accelerate. It eventually decelerated to the point; we could no longer maintain airspeed or altitude and were forced to descend. TCAS map advised of oncoming traffic. I informed ATC of our condition and he vectored both aircraft in turns off course. Because of our conditions; we were unable to turn as quickly as desired. Although we were able to maintain visual separation; we were unable to maintain proper radar separation. Contributing factors; because of a paperwork snafu; we were not rvsm approved that day. ATC was working with us to get above rvsm airspace. Below normal temperatures at altitude; weight of aircraft; and rate of climb to attain FL450 were all contributing factors. Several times during the climb to FL410; we were asked to increase our rate of climb. We were fine to FL410 (should have taken vector at this time); but never regained our indicated back to normal before we started up to FL450.

Title: DETERMINED TO CLIMB ABOVE RVSM ALTS; CE560 GETS TOO SLOW AND IS UNABLE TO ACCELERATE OR MAINTAIN ALT. ONCOMING TRAFFIC MUST BE DIVERTED TO ALLOW DESCENT.
Narrative: WHILE CRUISING AT FL410 EBOUND; WE WERE ASSIGNED FL450 FOR PROPER DIRECTION AND TFC. UPON REACHING FL450 THE ACFT FAILED TO ACCELERATE. IT EVENTUALLY DECELERATED TO THE POINT; WE COULD NO LONGER MAINTAIN AIRSPD OR ALT AND WERE FORCED TO DSND. TCAS MAP ADVISED OF ONCOMING TFC. I INFORMED ATC OF OUR CONDITION AND HE VECTORED BOTH ACFT IN TURNS OFF COURSE. BECAUSE OF OUR CONDITIONS; WE WERE UNABLE TO TURN AS QUICKLY AS DESIRED. ALTHOUGH WE WERE ABLE TO MAINTAIN VISUAL SEPARATION; WE WERE UNABLE TO MAINTAIN PROPER RADAR SEPARATION. CONTRIBUTING FACTORS; BECAUSE OF A PAPERWORK SNAFU; WE WERE NOT RVSM APPROVED THAT DAY. SEVERAL TIMES DURING THE CLB TO FL410; WE WERE ASKED TO INCREASE OUR RATE OF CLB. WE WERE FINE TO FL410 (SHOULD HAVE TAKEN VECTOR AT THIS TIME); BUT NEVER REGAINED OUR INDICATED BACK TO NORMAL BEFORE WE STARTED UP TO FL450.
