Narrative:

Aircraft dispatched with MEL'ed #2 prsov; which has an operations procedure to reconfigure pneumatic bleed switches prior to takeoff. Procedure was not properly complied with. After takeoff; cabin did not pressurize properly. Cabin altitude could not subsequently be maintained using QRH procedures; requiring diversion to ZZZ.

Title: A B737 FLT CREW FAILED TO FOLLOW MEL PROCEDURES ON TAKEOFF WITH AN ENG BLEED INOP AND THE AIRCRAFT WOULD NOT PRESSURIZE. WHEN NORMAL PRESSURIZATION COULD NOT BE RESTORED WITH THE PROCEDURE; THE FLT CREW DIVERTED TO NEAREST SUITABLE ARPT.
