Narrative:
60 NM from pno (southeast); called icc center and requested pop-up IFR clearance. Icc center was unfriendly and unprofessional and used the 'controller' position to create barriers for the purpose of increasing pilot workload. I believe ATC attempted to cause me to violate a regulation so that they could begin an FAA enforcement action. The tone of the communication was adversarial and could be characterized as malicious compliances with the FARS in order to increase my workload. It seemed as if I was being punished for not filing an IFR flight plan and using the pop-up clearance request. Key elements as follows: forced me to go off frequency to get WX/NOTAM briefing from FSS. Accused me of not planning my flight; required that I read entire flight plan request in order; descended me to 3000 ft MSL so as to avoid providing radar vectors to FAF; made me call multiple times before accepting IFR cancellation. ATC's bad attitude will cause me not to file IFR in the future. This creates an unsafe condition for me!

Title: SMA PLT EXPRESSED DISPLEASURE REGARDING HANDLING BY ZKC DURING ATTEMPTS TO SECURE A POP-UP IFR CLRNC.
Narrative: 60 NM FROM PNO (SE); CALLED ICC CTR AND REQUESTED POP-UP IFR CLRNC. ICC CTR WAS UNFRIENDLY AND UNPROFESSIONAL AND USED THE 'CTLR' POS TO CREATE BARRIERS FOR THE PURPOSE OF INCREASING PLT WORKLOAD. I BELIEVE ATC ATTEMPTED TO CAUSE ME TO VIOLATE A REG SO THAT THEY COULD BEGIN AN FAA ENFORCEMENT ACTION. THE TONE OF THE COM WAS ADVERSARIAL AND COULD BE CHARACTERIZED AS MALICIOUS COMPLIANCES WITH THE FARS IN ORDER TO INCREASE MY WORKLOAD. IT SEEMED AS IF I WAS BEING PUNISHED FOR NOT FILING AN IFR FLT PLAN AND USING THE POP-UP CLRNC REQUEST. KEY ELEMENTS AS FOLLOWS: FORCED ME TO GO OFF FREQ TO GET WX/NOTAM BRIEFING FROM FSS.
