Narrative:
Purser called and asked us if we were aware there was a handcuffed prisoner and law enforcement officers. We received no notification or paperwork from passenger service. We sent an ACARS message to the station with no response; and rechked the flight manual and sent notification to dispatch; who contacted operations manager who confirmed we should have been notified. Flight attendant passed a note to the law enforcement officer; and he came across very mad and irritated about our inquiry in finding out if he had the required forms. If you have a prisoner on board; with possible armed law enforcement officer escorts; it is a safety of flight issue and we should have known about it; so we could properly brief the purser and flight attendants as required by FARS and our flight manual. Dispatch sent a message back that passenger service representative dropped the ball; and was still awaiting a call back from operations -- just as I waited; without a reply.
