Narrative:

While operating flight to ZZZ1; thunderstorms at ZZZ1 required flight diversion to ZZZ. After landing; received information from dispatch via ACARS to contact FBO operations for parking and services. There were several other aircraft which had also diverted that were also parking at the FBO ramp. To further complicate matters; the APU on our aircraft was inoperative. I sent an ACARS to dispatch reminding them we needed power; air conditioning; and a start cart. After being parked on the FBO ramp; I advised FBO operations of our requirements for ground support. I was told there was none. I knew that fueling with #1 engine running was allowable but just to confirm I sent another ACARS to dispatch to have them confirm. Received from dispatch via ACARS total ramp fuel to be loaded was 13000 pounds with paperwork to follow. By now; a fuel truck had connected to the aircraft. We would be fueled first I assumed because we had an engine running while the other aircraft were all on auxiliary power. All communications with ground crew were through FBO operations -- no headset communications were available. I was concerned that we were on a busy ramp now with an engine running and not in direction communication with ground crews. We received ACARS from dispatch confirming refueling with #1 engine on and #2 engine off -- reference operating manual. While we were looking up the reference in the manual; refueling began. I thought we were in compliance with all requirements -- all exits were armed and available and engine #2 was off. After having some initial problems getting the laptop computer to boot up; we obtained the manual reference. Fueling was now all but completed. We saw that with passenger on board; a passenger exit (jetway; stand; or integral stairway) must be in place. This requirement had not been met. Prior to our departure from ZZZ to ZZZ1; we required another refueling. This time we had FBO position a mobile stand by a passenger exit. Lesson learned: when feeling rushed -- stop! Review/discuss all pertinent information. Proceed with caution.

I SENT AN ACARS TO DISPATCH REMINDING THEM WE NEEDED PWR; AIR CONDITIONING; AND A START CART. AFTER BEING PARKED ON THE FBO RAMP; I ADVISED FBO OPS OF OUR REQUIREMENTS FOR GND SUPPORT. I WAS TOLD THERE WAS NONE. I KNEW THAT FUELING WITH #1 ENG RUNNING WAS ALLOWABLE BUT JUST TO CONFIRM I SENT ANOTHER ACARS TO DISPATCH TO HAVE THEM CONFIRM. RECEIVED FROM DISPATCH VIA ACARS TOTAL RAMP FUEL TO BE LOADED WAS 13000 LBS WITH PAPERWORK TO FOLLOW. BY NOW; A FUEL TRUCK HAD CONNECTED TO THE ACFT. WE WOULD BE FUELED FIRST I ASSUMED BECAUSE WE HAD AN ENG RUNNING WHILE THE OTHER ACFT WERE ALL ON AUX PWR. ALL COMS WITH GND CREW WERE THROUGH FBO OPS -- NO HEADSET COMS WERE AVAILABLE. I THOUGHT WE WERE IN COMPLIANCE WITH ALL REQUIREMENTS -- ALL EXITS WERE ARMED AND AVAILABLE AND ENG #2 WAS OFF. AFTER HAVING SOME INITIAL PROBS GETTING THE LAPTOP COMPUTER TO BOOT UP; WE OBTAINED THE MANUAL REF. FUELING WAS NOW ALL BUT COMPLETED. WE SAW THAT WITH PAX ON BOARD; A PAX EXIT (JETWAY; STAND; OR INTEGRAL STAIRWAY) MUST BE IN PLACE. THIS REQUIREMENT HAD NOT BEEN MET. PRIOR TO OUR DEP FROM ZZZ TO ZZZ1; WE REQUIRED ANOTHER REFUELING. THIS TIME WE HAD FBO POS A MOBILE STAND BY A PAX EXIT. LESSON LEARNED: WHEN FEELING RUSHED -- STOP! REVIEW/DISCUSS ALL PERTINENT INFO. PROCEED WITH CAUTION.
