Narrative:
2 controllers were unable to get a break after 2 hours on position. Then the position at manassas tower had to be combined to 1 controller. There are 5 position in the tower; and tower personnel are required to monitor the den line. Also; 1 controller was left to work all position from XA00 to XB45. This is an unsafe staffing condition.

Title: HEF CTLR VOICED SAFETY CONCERNS REGARDING FACILITY STAFFING LEVELS AND THE REQUIREMENT TO WORK COMBINED POSITIONS.
Narrative: 2 CTLRS WERE UNABLE TO GET A BREAK AFTER 2 HRS ON POS. THEN THE POS AT MANASSAS TWR HAD TO BE COMBINED TO 1 CTLR. THERE ARE 5 POS IN THE TWR; AND TWR PERSONNEL ARE REQUIRED TO MONITOR THE DEN LINE. ALSO; 1 CTLR WAS LEFT TO WORK ALL POS FROM XA00 TO XB45. THIS IS AN UNSAFE STAFFING CONDITION.
