Narrative:
I was the evening facility controller in charge on this evening and went online to check NOTAMS for another issue at another airport. I noticed that the list included ZZZ 08/060 which said; 'ZZZ runway xx ILS llz OTS.' I knew nothing of this outage; so I started reviewing logs. I found that the localizer had been out of service and returned on the previous morning. I called the aocc which is supposed to coordinate outages; repairs and NOTAMS and they stated that they had no open tickets on the localizer and would have the NOTAM cancelled. As usual; there is no check/balance system so that the people who maintain/use the system double check NOTAMS for accuracy. I had already had one passenger air taxi request the opposite direction runway tonight. He didn't indicate if his request was due to the supposed NAVAID outage; but that would be a common reason for such a request.

Title: A LCL CTLR RPTS DISCOVERING AN UN-CANCELED ILS OTS NOTAM AFTER THE ILS WAS PUT BACK IN SERVICE. THERE IS NO CHECK/BALANCE SYSTEM FOR MAINT PERSONNEL TO MONITOR NOTAM ACCURACY.
