Narrative:

Auo is usually controlled by the csg sector of A80; atlanta approach. A80 is advertised to control this airport until XC00 local (central time; although A80 is in eastern). For over a year; A80 has been closing this sector at XA00 central. A d-notam exists saying that ZTL 120.45 should be used instead of A80 after XF00Z. Three aircraft called saying that they had departed auo and were looking for clrncs; but could not get A80 to answer them. I told each of them to call ZTL per the NOTAM. One said he was going to go over the auo frequency and tell everyone because nobody knew about that. I have no idea how any of these pilots got their pre-flight briefing; but apparently our NOTAM system is not effective.
