Narrative:

I was forced to refuse the airplane with dispatch in order to get an emergency fluorescent panel light bulb replaced. This is the third time this trip I had to refuse aircraft in order to get simple repairs effected at a maintenance station. I believe this is unsafe. I believe it is a mild form of intimidation; or at least an obstacle to safety. This practice and policy at this air carrier should be examined by the poi/cmo.

Title: AN ACR B737-300 CAPT ENCOUNTERED WHAT HE BELIEVED TO BE UNSAFE MAINTENANCE PRACTICES SO HE REFUSED AIRCRAFT WHEN MAINTENANCE BALKED AT REPAIRS.

Narrative: I WAS FORCED TO REFUSE THE AIRPLANE WITH DISPATCH IN ORDER TO GET AN EMER FLUORESCENT PANEL LIGHT BULB REPLACED. THIS IS THE THIRD TIME THIS TRIP I HAD TO REFUSE ACFT IN ORDER TO GET SIMPLE REPAIRS EFFECTED AT A MAINT STATION. I BELIEVE THIS IS UNSAFE. I BELIEVE IT IS A MILD FORM OF INTIMIDATION; OR AT LEAST AN OBSTACLE TO SAFETY. THIS PRACTICE AND POLICY AT THIS ACR SHOULD BE EXAMINED BY THE POI/CMO.
