Narrative:
We were on the eldee 3 arrival shaar transition at FL220. We received a clearance to cross eldee at 15000 ft. I read back the ATC clearance; and entered the crossing restr into the FMS. I then picked up the flight release package containing the NOTAM for the eldee 3 arrival. The NOTAM changes many of the crossing restrs; and it is typical to get a descend via clearance on this arrival. I then read the changes to the captain and he entered them into the FMS. This distracted the captain from entering the new altitude into the altitude alerter; and me from verifying it. I then went off frequency to call operations at dca to get our parking spot. A few minutes I looked up at the mfd and realized we were almost on top of eldee and still at FL220. I informed the captain; he said he was unaware of receiving the crossing restr. We queried ATC; and were vectored off the arrival and given a descent. On a side note; the NOTAM covering the altitude changes on the eldee 3 arrival has been out for at least four months now; but the arrival has not been updated yet.

Title: DISTRACTED BY THE NEED TO PROGRAM NOTAMED CROSSING RESTR CHANGES ON THE ELDEE STAR TO DCA; CARJ FLT CREW FAILS TO INITIATE A TIMELY DSCNT.
Narrative: WE WERE ON THE ELDEE 3 ARR SHAAR TRANSITION AT FL220. WE RECEIVED A CLRNC TO CROSS ELDEE AT 15000 FT. I READ BACK THE ATC CLRNC; AND ENTERED THE CROSSING RESTR INTO THE FMS. I THEN PICKED UP THE FLT RELEASE PACKAGE CONTAINING THE NOTAM FOR THE ELDEE 3 ARR. THE NOTAM CHANGES MANY OF THE CROSSING RESTRS; AND IT IS TYPICAL TO GET A DSND VIA CLRNC ON THIS ARR. I THEN READ THE CHANGES TO THE CAPT AND HE ENTERED THEM INTO THE FMS. THIS DISTRACTED THE CAPT FROM ENTERING THE NEW ALT INTO THE ALT ALERTER; AND ME FROM VERIFYING IT. I THEN WENT OFF FREQUENCY TO CALL OPS AT DCA TO GET OUR PARKING SPOT. A FEW MINUTES I LOOKED UP AT THE MFD AND REALIZED WE WERE ALMOST ON TOP OF ELDEE AND STILL AT FL220. ON A SIDE NOTE; THE NOTAM COVERING THE ALT CHANGES ON THE ELDEE 3 ARR HAS BEEN OUT FOR AT LEAST FOUR MONTHS NOW; BUT THE ARR HAS NOT BEEN UPDATED YET.
