Narrative:
River visual runway 19 dca at night. I was the PF. First officer who was monitoring recommended crossing altitude as I began the turn to follow the river at the 4 DME point the first officer called '4 DME slightly low;' I checked at just less than 1100 ft; 100-150 ft below recommended altitude; and decreased the rate of descent. As I was doing this we received a 'caution obstacle' alert; I looked up and saw the 2 buildings on the south side of the river passing through our 2 O'clock position. As we continued our left turn I increased the angle slightly to 30 degrees; saw we were turning well clear of the buildings and would remain over the river. I took my hand off the thrust levers; pointed to the buildings and said 'it's the buildings; we're clear; you have them in sight?' as he was saying 'yes' we got the aural GPWS warning 'obstacle-whoop-whoop-pull up.' the first officer called 'go around.' as I brought my hand back to the thrust levers to begin the maneuver; we received a TCAS alert 'traffic-traffic.' I scanned for the traffic; but didn't see it as I pitched up and began rolling wings level which would keep us oriented over this section of the river. I asked 'you have the traffic?' and the first officer responded 'no.' as he said this we received 'clear obstacle' I stopped the climb and began a right turn to remain clear of P-56. We had not yet had time to configure for the climb; our focus after the initial GPWS warning on making sure we were not about to climb into or turn into traffic. We had no more traffic alerts; were still configured for landing; and had the runway 19 VASI in sight indicating slightly high; but able to continue on a normal stabilized approach and landing which we did; after re-running the before landing checklist.

Narrative: RIVER VISUAL RWY 19 DCA AT NIGHT. I WAS THE PF. FO WHO WAS MONITORING RECOMMENDED XING ALT AS I BEGAN THE TURN TO FOLLOW THE RIVER AT THE 4 DME POINT THE FO CALLED '4 DME SLIGHTLY LOW;' I CHKED AT JUST LESS THAN 1100 FT; 100-150 FT BELOW RECOMMENDED ALT; AND DECREASED THE RATE OF DSCNT. AS I WAS DOING THIS WE RECEIVED A 'CAUTION OBSTACLE' ALERT; I LOOKED UP AND SAW THE 2 BUILDINGS ON THE S SIDE OF THE RIVER PASSING THROUGH OUR 2 O'CLOCK POS. AS WE CONTINUED OUR L TURN I INCREASED THE ANGLE SLIGHTLY TO 30 DEGS; SAW WE WERE TURNING WELL CLR OF THE BUILDINGS AND WOULD REMAIN OVER THE RIVER. I TOOK MY HAND OFF THE THRUST LEVERS; POINTED TO THE BUILDINGS AND SAID 'IT'S THE BUILDINGS; WE'RE CLR; YOU HAVE THEM IN SIGHT?' AS HE WAS SAYING 'YES' WE GOT THE AURAL GPWS WARNING 'OBSTACLE-WHOOP-WHOOP-PULL UP.' THE FO CALLED 'GAR.' AS I BROUGHT MY HAND BACK TO THE THRUST LEVERS TO BEGIN THE MANEUVER; WE RECEIVED A TCAS ALERT 'TFC-TFC.' I SCANNED FOR THE TFC; BUT DIDN'T SEE IT AS I PITCHED UP AND BEGAN ROLLING WINGS LEVEL WHICH WOULD KEEP US ORIENTED OVER THIS SECTION OF THE RIVER. I ASKED 'YOU HAVE THE TFC?' AND THE FO RESPONDED 'NO.' AS HE SAID THIS WE RECEIVED 'CLR OBSTACLE' I STOPPED THE CLB AND BEGAN A R TURN TO REMAIN CLR OF P-56. WE HAD NOT YET HAD TIME TO CONFIGURE FOR THE CLB; OUR FOCUS AFTER THE INITIAL GPWS WARNING ON MAKING SURE WE WERE NOT ABOUT TO CLB INTO OR TURN INTO TFC. WE HAD NO MORE TFC ALERTS; WERE STILL CONFIGURED FOR LNDG; AND HAD THE RWY 19 VASI IN SIGHT INDICATING SLIGHTLY HIGH; BUT ABLE TO CONTINUE ON A NORMAL STABILIZED APCH AND LNDG WHICH WE DID; AFTER RE-RUNNING THE BEFORE LNDG CHKLIST.
