Narrative:
Took off behind another carrier B757 'heavy' with additional wake turbulence distance. After gear came up and less than 1000 ft AGL (flaps still in position 5) we received a TA alert. Traffic was 11 O'clock position with less than 2 mi at 2000 ft MSL. Rapidly received an RA with a 'climb crossing climb.' arc on ivsi showed red except for 4000-5000 ft small green band. Told ATC about RA and used extra power and continued to climb IMC and missed aircraft by what I guess was less than 300 ft. Asked ATC about the control of the other aircraft and was informed that it was under control of another departure controller. Informed the controller that it wasn't very good. (My feelings at the time was they tried to fit e-w traffic from boeing field between the B757 and us and cut it way too close.) ATC needs to understand closure rates near miss.

Title: WHILE RESPONDING TO A RA AFTER TKOF FROM SEA; A B737 HAD A NMAC WITH AN UNSEEN ACFT CTLED BY ANOTHER CTLR.
Narrative: TOOK OFF BEHIND ANOTHER CARRIER B757 'HVY' WITH ADDITIONAL WAKE TURB DISTANCE. AFTER GEAR CAME UP AND LESS THAN 1000 FT AGL (FLAPS STILL IN POS 5) WE RECEIVED A TA ALERT. TFC WAS 11 O'CLOCK POS WITH LESS THAN 2 MI AT 2000 FT MSL. RAPIDLY RECEIVED AN RA WITH A 'CLB XING CLB.' ARC ON IVSI SHOWED RED EXCEPT FOR 4000-5000 FT SMALL GREEN BAND. TOLD ATC ABOUT RA AND USED EXTRA PWR AND CONTINUED TO CLB IMC AND MISSED ACFT BY WHAT I GUESS WAS LESS THAN 300 FT. ASKED ATC ABOUT THE CTL OF THE OTHER ACFT AND WAS INFORMED THAT IT WAS UNDER CTL OF ANOTHER DEP CTLR. INFORMED THE CTLR THAT IT WASN'T VERY GOOD. (MY FEELINGS AT THE TIME WAS THEY TRIED TO FIT E-W TFC FROM BOEING FIELD BTWN THE B757 AND US AND CUT IT WAY TOO CLOSE.) ATC NEEDS TO UNDERSTAND CLOSURE RATES NEAR MISS.
