Narrative:
Cleared by zan for the ILS to runway 19 at bethel. Contacted bethel tower on the arc for the approach; discussed winds and visibility with bethel tower as the approach would be down to minimums. Bethel tower asked us to contact them again at kuskm (FAF). Broke out at 400 ft AGL. Tower asked us to call; he stated we may have landed without a landing clearance.

Narrative: CLRED BY ZAN FOR THE ILS TO RWY 19 AT BETHEL. CONTACTED BETHEL TWR ON THE ARC FOR THE APCH; DISCUSSED WINDS AND VISIBILITY WITH BETHEL TWR AS THE APCH WOULD BE DOWN TO MINIMUMS.
