Narrative:

While flying wbound; I was advised that a helicopter Y was 10 mi southeast of my position; nwbound to the hospital. As helicopter Y came nearer to my position; he reported my aircraft in sight. I was still unable to see helicopter Y and continued wbound. I was advised by tower that he would pass behind me. As helicopter Y came within 1 mi; tower asked helicopter Y if he still had me in sight. Helicopter Y reported me in sight and stated that he would pass behind me. Tower advised him that I was wbound. I still had negative visual contact. Suddenly helicopter Y passed in front of my aircraft causing me to perform a quick stop in order to avoid his aircraft. My aircraft had white 'tell tail' lights. I believe that the pilot of helicopter Y mistook the 'tell tail' lights for landing lights; thus he passed in front of my aircraft by mistake.

Title: A NMAC BETWEEN A POLICE AND AN EMS HELICOPTER OCCURRED NEAR A MAJOR ARPT EVEN AFTER THE LCL CTLR ADVISED BOTH OF TFC AND THE EMS REPORTED TFC IN SIGHT.

Narrative: WHILE FLYING WBOUND; I WAS ADVISED THAT A HELI Y WAS 10 MI SE OF MY POS; NWBOUND TO THE HOSPITAL. AS HELI Y CAME NEARER TO MY POS; HE RPTED MY ACFT IN SIGHT. I WAS STILL UNABLE TO SEE HELI Y AND CONTINUED WBOUND. I WAS ADVISED BY TWR THAT HE WOULD PASS BEHIND ME. AS HELI Y CAME WITHIN 1 MI; TWR ASKED HELI Y IF HE STILL HAD ME IN SIGHT. HELI Y RPTED ME IN SIGHT AND STATED THAT HE WOULD PASS BEHIND ME. TWR ADVISED HIM THAT I WAS WBOUND. I STILL HAD NEGATIVE VISUAL CONTACT. SUDDENLY HELI Y PASSED IN FRONT OF MY ACFT CAUSING ME TO PERFORM A QUICK STOP IN ORDER TO AVOID HIS ACFT. MY ACFT HAD WHITE 'TELL TAIL' LIGHTS. I BELIEVE THAT THE PLT OF HELI Y MISTOOK THE 'TELL TAIL' LIGHTS FOR LNDG LIGHTS; THUS HE PASSED IN FRONT OF MY ACFT BY MISTAKE.
