Narrative:
Numerous first class seat footrest RAIL sliders were written up as missing bearing; although they still functioned properly. Original non-routine discrepancies were written up and were signed off as operations checked ok. Reference component maintenance manual ipc XXX. I opened electronic log pages to address the discrepant RAIL sliders with missing bearings and had XXX maintenance add that information to the deferral section of the logbook. In my opinion; these discrepant items fall within the guidelines of our gmm; XXX and the non essential section of the 767 MEL for non essential program items. Maintenance requests 15 non essential program deferrals for these seat footrest RAIL sliders. The maintenance controller on duty did not feel they fell into that deferral category and refused to issue the deferral. XXX maintenance operations checked the footrests and cleared the items as functioning properly; which I'm sure they did. I reviewed the items and felt it was appropriate to defer them as non essential program items so we could address the missing bearing in the RAIL slider assemblies.

Title: A MAINT CONTROLLER DISAGREES WITH A MAINT MANAGER AND REFUSES TO ISSUE DEFERRALS FOR 15 FIRST CLASS SEATS THAT HAVE MISSING BEARINGS AT THE FOOTREST RAIL SLIDERS. MANAGER GETS MAINT TO SIGN OFF THE WRITE-UPS.
Narrative: NUMEROUS FIRST CLASS SEAT FOOTREST RAIL SLIDERS WERE WRITTEN UP AS MISSING BEARING; ALTHOUGH THEY STILL FUNCTIONED PROPERLY. ORIGINAL NON-ROUTINE DISCREPANCIES WERE WRITTEN UP AND WERE SIGNED OFF AS OPS CHKED OK. REF COMPONENT MAINT MANUAL IPC XXX. I OPENED ELECTRONIC LOG PAGES TO ADDRESS THE DISCREPANT RAIL SLIDERS WITH MISSING BEARINGS AND HAD XXX MAINT ADD THAT INFO TO THE DEFERRAL SECTION OF THE LOGBOOK.
