Narrative:
First officer's windshield began arcing at lower left corner and delamination of inner heating element began to streak across windshield from left to right. Accomplished QRH procedure for windshield arcing. Outer pane of windshield began to crack approximately 5 mins later. Accomplished QRH procedure for cracked windshield. Requested and received descent to FL230 and told ATC we had a cracked windshield. Asked if we needed further assistance; and we said no. Upon landing; we noticed fire equipment near the runway. We did not declare an emergency.

Title: ARCING AND DELAMINATION OF FO'S WINDSHIELD CAUSES A319 TO DESCEND TO LOWER ALT FOR REMAINDER OF FLT.
Narrative: FO'S WINDSHIELD BEGAN ARCING AT LOWER L CORNER AND DELAMINATION OF INNER HEATING ELEMENT BEGAN TO STREAK ACROSS WINDSHIELD FROM L TO R. ACCOMPLISHED QRH PROC FOR WINDSHIELD ARCING. OUTER PANE OF WINDSHIELD BEGAN TO CRACK APPROX 5 MINS LATER. ACCOMPLISHED QRH PROC FOR CRACKED WINDSHIELD. REQUESTED AND RECEIVED DSCNT TO FL230 AND TOLD ATC WE HAD A CRACKED WINDSHIELD. ASKED IF WE NEEDED FURTHER ASSISTANCE; AND WE SAID NO. UPON LNDG; WE NOTICED FIRE EQUIP NEAR THE RWY. WE DID NOT DECLARE AN EMER.
