Narrative:

In cruise while approaching top of descent; captain and I heard a noise and suddenly noticed cracking in captain sliding window. This was soon followed by minute temporary arcing on the same window and never was witnessed again. We affirmed duties as captain called for checklist and I ran irregular checklist. We asked ATC for lower altitude and proceeded through checklist to assure a smooth gradual pressurized descent for the time being. At this point in the checklist; we were approaching ZZZ1 where I recommended landing. Captain recommended ZZZ so we proceeded to ZZZ declared an emergency state; completed checklist items and later landed uneventfully.
