Narrative:
Our aircraft contacted the north east philadelphia control tower at 13 mi west of the airport; and received instructions to enter a right downwind pattern for runway 24. Upon reaching the airport at tpa; we began a left turn abeam the numbers of runway 6 to make right traffic for runway 24. At some point; tower released the conflicting aircraft for takeoff; which neither myself or my student had realized. While crossing abeam the departure end of runway 33; on the downwind for runway 24; the tower alerted us to the traffic conflict at which time I spotted the aircraft; took control and immediately climbed. I feel that my failure to maintain situational awareness regarding the departing aircraft was a contributing factor leading to this event. I also feel that it was the tower's responsibility to provide for adequate traffic separation in the terminal environment by either holding the departing aircraft; or issuing a TA to myself and the departing aircraft.

Title: A GRUMMAN A65 INSTRUCTOR AND STUDENT ON A RIGHT DOWN WIND FOR PNE RUNWAY 24 HAD A NMAC WITH AN AIRCRAFT RELEASED BY TOWER.
Narrative: OUR ACFT CONTACTED THE NORTH EAST PHILADELPHIA CTL TWR AT 13 MI W OF THE ARPT; AND RECEIVED INSTRUCTIONS TO ENTER A R DOWNWIND PATTERN FOR RWY 24. UPON REACHING THE ARPT AT TPA; WE BEGAN A L TURN ABEAM THE NUMBERS OF RWY 6 TO MAKE R TFC FOR RWY 24. AT SOME POINT; TWR RELEASED THE CONFLICTING ACFT FOR TKOF; WHICH NEITHER MYSELF OR MY STUDENT HAD REALIZED. WHILE XING ABEAM THE DEP END OF RWY 33; ON THE DOWNWIND FOR RWY 24; THE TWR ALERTED US TO THE TFC CONFLICT AT WHICH TIME I SPOTTED THE ACFT; TOOK CTL AND IMMEDIATELY CLBED. I FEEL THAT MY FAILURE TO MAINTAIN SITUATIONAL AWARENESS REGARDING THE DEPARTING ACFT WAS A CONTRIBUTING FACTOR LEADING TO THIS EVENT. I ALSO FEEL THAT IT WAS THE TWR'S RESPONSIBILITY TO PROVIDE FOR ADEQUATE TFC SEPARATION IN THE TERMINAL ENVIRONMENT BY EITHER HOLDING THE DEPARTING ACFT; OR ISSUING A TA TO MYSELF AND THE DEPARTING ACFT.
