Narrative:
Trainee climbed aircraft #1 to FL230 where aircraft #2 was only leaving FL203. Aircraft #1 outclbed aircraft #2 and FL200 was reissued. Aircraft #1 questioned altitude clearance and was reissued FL200. Separation was lost. Supplemental information from acn 810166: trainee issued altitude that put aircraft in conflict trainer and I told trainee clearance was bad. Trainee issued amended altitude which pilot questioned. Aircraft went through new altitude (clearance given late); then corrected.
