Narrative:
I was working local control west. Aircraft X had been cleared to land runway 18R. He was less than 1 mi from approach end of runway when I noticed the runway lights went out. I sent aircraft X around and later found out a supervisor had mistakenly turned out the runway lights.

Title: CLT CONTROLLER REPORTED ISSUING A LAST MINUTE GO AROUND INSTRUCTION AFTER OBSERVING RUNWAY LIGHTS FAIL.
Narrative: I WAS WORKING LCL CTL W. ACFT X HAD BEEN CLRED TO LAND RWY 18R. HE WAS LESS THAN 1 MI FROM APCH END OF RWY WHEN I NOTICED THE RWY LIGHTS WENT OUT. I SENT ACFT X AROUND AND LATER FOUND OUT A SUPVR HAD MISTAKENLY TURNED OUT THE RWY LIGHTS.
