Narrative:
10 mins before pushback; TCAS failed. Mechanic came on board; said upper antenna was bad. Deferred TCAS system. I felt it was unsafe to fly the aircraft in this condition. Legal; yet safe? Ord has had many separation events between aircraft. TCAS is a very important tool we use -- into certain airports and under conditions; it should not be deferrable. I would prefer it never to be deferrable. They replaced me within 30 mins. Captain and new first officer flew to ord; I deadheaded on a different flight.

Title: B767 FIRST OFFICER REMOVES HIMSELF FORM FLIGHT WHEN TCAS FAILS DURING PREFLIGHT AND MAINTENANCE ELECTS TO DEFER THE REPAIR VIA MEL.
Narrative: 10 MINS BEFORE PUSHBACK; TCAS FAILED. MECH CAME ON BOARD; SAID UPPER ANTENNA WAS BAD. DEFERRED TCAS SYSTEM. I FELT IT WAS UNSAFE TO FLY THE ACFT IN THIS CONDITION. LEGAL; YET SAFE? ORD HAS HAD MANY SEPARATION EVENTS BTWN ACFT. TCAS IS A VERY IMPORTANT TOOL WE USE -- INTO CERTAIN ARPTS AND UNDER CONDITIONS; IT SHOULD NOT BE DEFERRABLE. I WOULD PREFER IT NEVER TO BE DEFERRABLE. THEY REPLACED ME WITHIN 30 MINS. CAPT AND NEW FO FLEW TO ORD; I DEADHEADED ON A DIFFERENT FLT.
