Narrative:
I was final monitor for simultaneous ILS approachs to runways 18R and 18L. The mem VOR was OTS and the missed approach for the ILS runway 18R is based on the mem VOR. Arrival controllers had to issue alternate missed approach instructions to every aircraft. Supplemental information from acn 811768: during the noon inbound; simultaneous ILS's were being conducted to runways 18L/right. The mem VOR was OTS; therefore there was no missed approach procedure available and no alternate missed approach instructions were issued. On subsequent inbounds a NOTAM was issued describing alternate missed approach procedures. In addition arrival aircraft were issued these instructions.

Title: MEM CONTROLLERS VOICED CONCERN REGARDING VOR OUTAGE DURING SIMULTANEOUS APPROACH OPERATIONS THAT REQUIRED INDIVIDUAL ISSUANCE OF ALTERNATE MISSED APPROACH INSTRUCTIONS.

THE MEM VOR WAS OTS; THEREFORE THERE WAS NO MISSED APCH PROC AVAILABLE AND NO ALTERNATE MISSED APCH INSTRUCTIONS WERE ISSUED. ON SUBSEQUENT INBOUNDS A NOTAM WAS ISSUED DESCRIBING ALTERNATE MISSED APCH PROCS. IN ADDITION ARR ACFT WERE ISSUED THESE INSTRUCTIONS.
