Narrative:

Turning final for ILS; cleared to 8500 ft. Autoplt #1 engaged; open descent selected. Passing through 9500 ft; speed 190 KTS; called for flaps 2 degrees and gear down. Aircraft immediately pitched down. Airspeed exceeded 200 KTS and chimes indicated flap overspd. Autoplt was disconnected and aircraft hand flown. Overspd was corrected and normal landing accomplished. Base was contacted and maintenance performed a system check. No discrepancies noted; although maintenance supervisor analyzed postflt data and indicated we may have had a temporary elevator and aileron computer pitch fault. Aircraft was returned to service for flight. At flaps 2 degrees and gear down; 190 KTS; aircraft pitched down and flaps 2 degrees speed exceeded. I should have delayed flaps 2 degrees until lower speed or put gear down first and allowed speed to bleed off. Also; I was slow to recognize the trend and correct the situation.

Title: A319 CAPTAIN REPORTS WHILE IN AN OPEN DESCENT AT 190 KNOTS LANDING GEAR IS EXTENDED AND FLAPS 2 SELECTED. AIRCRAFT PITCHES DOWN AND EXCEEDS 200 KNOTS BEFORE AUTOPILOT CAN BE DISENGAGED RESULTING IN A FLAP OVERSPEED.

Narrative: TURNING FINAL FOR ILS; CLRED TO 8500 FT. AUTOPLT #1 ENGAGED; OPEN DSCNT SELECTED. PASSING THROUGH 9500 FT; SPD 190 KTS; CALLED FOR FLAPS 2 DEGS AND GEAR DOWN. ACFT IMMEDIATELY PITCHED DOWN. AIRSPD EXCEEDED 200 KTS AND CHIMES INDICATED FLAP OVERSPD. AUTOPLT WAS DISCONNECTED AND ACFT HAND FLOWN. OVERSPD WAS CORRECTED AND NORMAL LNDG ACCOMPLISHED. BASE WAS CONTACTED AND MAINT PERFORMED A SYSTEM CHK. NO DISCREPANCIES NOTED; ALTHOUGH MAINT SUPVR ANALYZED POSTFLT DATA AND INDICATED WE MAY HAVE HAD A TEMPORARY ELEVATOR AND AILERON COMPUTER PITCH FAULT. ACFT WAS RETURNED TO SVC FOR FLT. AT FLAPS 2 DEGS AND GEAR DOWN; 190 KTS; ACFT PITCHED DOWN AND FLAPS 2 DEGS SPD EXCEEDED. I SHOULD HAVE DELAYED FLAPS 2 DEGS UNTIL LOWER SPD OR PUT GEAR DOWN FIRST AND ALLOWED SPD TO BLEED OFF. ALSO; I WAS SLOW TO RECOGNIZE THE TREND AND CORRECT THE SITUATION.
