Narrative:
I was the PNF doing the mount vernon visual to runway 1 into dca. We were following the river configured about 2 mi out and 1000 ft AGL when tower asked us if we could accept runway 33. After consulting with the captain I replied that yes we could accept runway 33 having agreed that we both had runway 33 in sight. The PF turned just a second too late to final. That combined with the winds made us overshoot. This led to an unstable approach and the go around was called by the PF. The go around procedure was accomplished and we were worked back into the sequence and landed on runway 1. The approach to runway 33 from the mount vernon visual is tough at night. In the future; I will take more care to make sure that the possibility of the switch from runway 1 to runway 33 is briefed in more detail. I will also not use any hesitation to decline runway 33 and land on runway 1 if the winds are not favoring a runway 33 landing.

Title: REGIONAL JET FLIGHT CREW ACCEPTS VISUAL TO RWY 33 AT DCA BUT EXECUTES GO-AROUND WHEN APPROACH BECOMES UNSTABLE.
Narrative: I WAS THE PNF DOING THE MOUNT VERNON VISUAL TO RWY 1 INTO DCA. WE WERE FOLLOWING THE RIVER CONFIGURED ABOUT 2 MI OUT AND 1000 FT AGL WHEN TWR ASKED US IF WE COULD ACCEPT RWY 33. AFTER CONSULTING WITH THE CAPT I REPLIED THAT YES WE COULD ACCEPT RWY 33 HAVING AGREED THAT WE BOTH HAD RWY 33 IN SIGHT. THE PF TURNED JUST A SECOND TOO LATE TO FINAL. THAT COMBINED WITH THE WINDS MADE US OVERSHOOT. THIS LED TO AN UNSTABLE APCH AND THE GAR WAS CALLED BY THE PF. THE GAR PROC WAS ACCOMPLISHED AND WE WERE WORKED BACK INTO THE SEQUENCE AND LANDED ON RWY 1. THE APCH TO RWY 33 FROM THE MOUNT VERNON VISUAL IS TOUGH AT NIGHT. IN THE FUTURE; I WILL TAKE MORE CARE TO MAKE SURE THAT THE POSSIBILITY OF THE SWITCH FROM RWY 1 TO RWY 33 IS BRIEFED IN MORE DETAIL. I WILL ALSO NOT USE ANY HESITATION TO DECLINE RWY 33 AND LAND ON RWY 1 IF THE WINDS ARE NOT FAVORING A RWY 33 LNDG.
