Narrative:
Alerted to tire failure on landing after tower advised seeing large dark smoke plume on landing; and visual inspection by ramp personnel and airline maintenance. Normal taxi and takeoff. Normal approach and landing. Captain landing. Upon clearing runway; tower reported smoke on right side on touchdown. Aircraft stopped on taxiway. Requested tower observation and on-scene ground response. Tower stated that there was only an initial plume upon landing and nothing thereafter. Ramp vehicle stated that the rear right (#8) tire was damaged; but intact. Satisfied that no danger existed; captain advised the flight attendants and made a PA to remain seated. Shortly thereafter; airline maintenance arrived; examined the aircraft and declared safe to taxi to the gate. Ramp found no debris on the runway. During taxi; tower reported the damaged wheel was rotating; and locking up repeatedly; which I felt during the slow taxi. At the gate; the mechanic immediately asked if there were any cockpit warnings. No anti-skid fail warnings; no brake warnings. Captain examined the tire; noticing a basketball size spot; where all the tread was worn away; and tire split open. On either side on this spot; treads were normal. It appears that the tire made contact on this spot and never rotated.

Title: A300 CAPT RPTS A SINGLE TIRE FAILURE AFTER LNDG WITH AN APPARENTLY MALFUNCTIONING BRAKE.
Narrative: ALERTED TO TIRE FAILURE ON LNDG AFTER TWR ADVISED SEEING LARGE DARK SMOKE PLUME ON LNDG; AND VISUAL INSPECTION BY RAMP PERSONNEL AND AIRLINE MAINT. NORMAL TAXI AND TKOF. NORMAL APCH AND LNDG. CAPT LNDG. UPON CLEARING RWY; TWR RPTED SMOKE ON R SIDE ON TOUCHDOWN. ACFT STOPPED ON TXWY. REQUESTED TWR OBSERVATION AND ON-SCENE GND RESPONSE. TWR STATED THAT THERE WAS ONLY AN INITIAL PLUME UPON LNDG AND NOTHING THEREAFTER. RAMP VEHICLE STATED THAT THE REAR R (#8) TIRE WAS DAMAGED; BUT INTACT. SATISFIED THAT NO DANGER EXISTED; CAPT ADVISED THE FLT ATTENDANTS AND MADE A PA TO REMAIN SEATED. SHORTLY THEREAFTER; AIRLINE MAINT ARRIVED; EXAMINED THE ACFT AND DECLARED SAFE TO TAXI TO THE GATE. RAMP FOUND NO DEBRIS ON THE RWY. DURING TAXI; TWR RPTED THE DAMAGED WHEEL WAS ROTATING; AND LOCKING UP REPEATEDLY; WHICH I FELT DURING THE SLOW TAXI.
