Narrative:

Normal takeoff and departure to 17000 ft. I was hand flying the airplane. The nd and pfd began to flash followed by a recurring ECAM. The autothrottles disconnected and all navigation; moving map; MCP functions; ceased to work. The ECAM was automatic flight FCU 1 and 2 fail. I continued to hand fly the airplane. The captain worked the ECAM and flight manual checklist. He consulted with dispatch; and maintenance control. Maintenance control directed us to pull some circuit breakers to try and reset the systems. The reset worked for about three minutes and then the same failures occurred again. The captain and I decided it was best to divert. We decided on ZZZ. The overweight checklist was run; dispatch; passengers; and flight attendants were advised. The captain flew a raw data ILS to a normal landing. We declared an emergency. We landed and rolled out to the end to minimize brake heat due to the overweight landing. The aircraft was inspected by the fire department and we continued to the gate.
