Narrative:
On the evening of dec/08; air carrier aircraft X; which is an MD90; the flight crew called line maintenance with a #2 engine performance penalty message illuminated on the overhead annunciator panel. I and another technician went to the gate to address the problem. I interrogated the right eec while the other technician called air carrier maintenance control to get the correct MEL number and fill out the logbook. The eec faulted the 'reverser SL sensor channel a or channel B hc eec.' we then ran a return to service test and the message went away and the airplane departed. We should have locked out the right engine thrust reverser because it had the same problem earlier that day on a different flight. I was unaware that this particular message would warrant locking out the reverser. I also could not find any reference in any manual requiring me to do so.

Title: MECHANIC REPORTS AN MD90 WAS RELEASED WITHOUT LOCKING OUT THE #2 ENGINE THRUST REVERSER; AFTER FLIGHT CREW NOTED THE #2 ENGINE PERFORMANCE PENALTY MESSAGE ILLUMINATED ON THE OVERHEAD ANNUNCIATOR PANEL.
Narrative: ON THE EVENING OF DEC/08; ACR ACFT X; WHICH IS AN MD90; THE FLT CREW CALLED LINE MAINT WITH A #2 ENG PERFORMANCE PENALTY MESSAGE ILLUMINATED ON THE OVERHEAD ANNUNCIATOR PANEL. I AND ANOTHER TECHNICIAN WENT TO THE GATE TO ADDRESS THE PROB. I INTERROGATED THE R EEC WHILE THE OTHER TECHNICIAN CALLED ACR MAINT CTL TO GET THE CORRECT MEL NUMBER AND FILL OUT THE LOGBOOK. THE EEC FAULTED THE 'REVERSER SL SENSOR CHANNEL A OR CHANNEL B HC EEC.' WE THEN RAN A RETURN TO SVC TEST AND THE MESSAGE WENT AWAY AND THE AIRPLANE DEPARTED. WE SHOULD HAVE LOCKED OUT THE R ENG THRUST REVERSER BECAUSE IT HAD THE SAME PROB EARLIER THAT DAY ON A DIFFERENT FLT. I WAS UNAWARE THAT THIS PARTICULAR MESSAGE WOULD WARRANT LOCKING OUT THE REVERSER. I ALSO COULD NOT FIND ANY REF IN ANY MANUAL REQUIRING ME TO DO SO.
