Narrative:
We were flying the ILS runway 31 ZZZ; I was PNF and as part of my duties I was making position reports over CTAF (123.0 MHZ). The airport facility personnel were plowing the runway at the time of the first position report. I gave several more position reports. When we were about 600-700 ft AGL; a snow plow reported that he was on the runway. The first officer said 'that's our runway' and called; executed the missed. I communicated our go around and intentions over CTAF and to center (124.2 MHZ). I also asked for vectors to start the approach again. I asked ZZZ facilities to make sure that the runway was clear for our second attempt. The flight continued and terminated without further interruption. After talking with one of the airport facility personnel it turned out that the offending snow plow driver had a malfunctioning radio. ZZZ facility personnel may want to check their radios before commencing operation of their equipment!

Title: AN SF340 EXECUTED A MISSED APPROACH WHEN THE AIRPORT'S SNOW PLOW DID NOT EXIT THE RUNWAY WHILE ON AN ILS APPROACH. THE PLOW'S RADIO MALFUNCTIONED.
Narrative: WE WERE FLYING THE ILS RWY 31 ZZZ; I WAS PNF AND AS PART OF MY DUTIES I WAS MAKING POS RPTS OVER CTAF (123.0 MHZ). THE ARPT FACILITY PERSONNEL WERE PLOWING THE RWY AT THE TIME OF THE FIRST POS RPT. I GAVE SEVERAL MORE POS RPTS. WHEN WE WERE ABOUT 600-700 FT AGL; A SNOW PLOW RPTED THAT HE WAS ON THE RWY. THE FO SAID 'THAT'S OUR RWY' AND CALLED; EXECUTED THE MISSED. I COMMUNICATED OUR GAR AND INTENTIONS OVER CTAF AND TO CENTER (124.2 MHZ). I ALSO ASKED FOR VECTORS TO START THE APCH AGAIN. I ASKED ZZZ FACILITIES TO MAKE SURE THAT THE RWY WAS CLR FOR OUR SECOND ATTEMPT. THE FLT CONTINUED AND TERMINATED WITHOUT FURTHER INTERRUPTION. AFTER TALKING WITH ONE OF THE ARPT FACILITY PERSONNEL IT TURNED OUT THAT THE OFFENDING SNOW PLOW DRIVER HAD A MALFUNCTIONING RADIO. ZZZ FACILITY PERSONNEL MAY WANT TO CHK THEIR RADIOS BEFORE COMMENCING OP OF THEIR EQUIP!
