Narrative:

Deice crews started to deice the airplane without the airplane being properly configured as outlined in the ground deice manual. Deice truck driver stated they were told to deice the airplane. Called zone and asked to speak to a deice supervisor. The supervisor appeared in the cockpit with similar excuses as to why SOP was not being followed as it related to not deicing the airplanes until either maintenance or the flight crew properly configured the airplane. He stated that a procedure to do things properly is being worked on. According to responses to previous reports on this issue; a procedure is already in place. The supervisor is either being told to not follow or choosing to not follow the established procedure. The APU was running in this instance so it was not a 'dead' airplane. We have an SOP.
