Narrative:

We were late pushing back from the gate due to baggage issues. Taxi out to runway xxr and engine starts were normal. The captain was the pilot flying; throttles were advanced to takeoff power; indications were normal; and the takeoff and departure were uneventful. Passing through approximately 11;500 ft MSL we heard a loud pop; followed by abnormal indications on the right engine (EPR and N1 indications blank; engine oil pressure and egt rolling back). The autopilot was not engaged at the time and the aircraft yawed to the right confirming loss of power on the right engine. We accomplished the immediate action items on the engine failure or shutdown checklist; first officer (pilot monitoring) got out the quick reference handbook for the remaining items on the checklist; while I coordinated with ATC to declare an emergency; request a descent and delaying vectors and a return to ZZZ. A call was made to the flight attendants to inform them of the situation and a quick PA was made to the passenger. After we finished with the quick reference handbook checklist; we requested vectors back to the ILS runway xxl due to the lack of GS on runway xxr in IMC. While maneuvering downwind; first officer informed the dispatcher of our situation; coordinated with flight attendants about contingency operations on the runway and made a more detailed PA to the passengers about what to expect on landing. The approach was normal and the autopilot was disengaged approximately 1;000 ft AGL. Landing was in the TDZ; autobrakes and left thrust reverser were used to slow the aircraft. We exited the runway at the end; then stopped to allow an external inspection of the aircraft by the fire marshal. With this all clear and ATC clearance; we continued our taxi back to the gate.
